Can I respond on behalf of a relative who cannot do so themselves?
Yes, you can help a relative complete the survey if the person consents and the answers reflect their own opinions and experiences.
You can certainly help a relative who has difficulty completing the survey on their own, for example due to impaired vision, illness, or technical obstacles. The fundamental requirement is that your relative agrees to you helping, and that the recorded responses genuinely reflect their own experiences and thoughts, not your personal opinions.
To respond together, log in using the 8-character code found at the top of the letter or email. Go through the form at a calm pace, read the questions aloud, and let the person choose the answer options themselves. A survey normally takes 8–12 minutes to complete, and you have 3 weeks from the dispatch date.
If your relative cannot communicate their wishes or understand the purpose of the survey, you should not guess their answers. In such cases, it is better to refrain.
